Mark Cavin
With over 45 years in financial services, Mark has led recovery operations for consumer, commercial, and student loan portfolios, including at Union Bank of California, Sallie Mae, Jefferson Capital Systems, and several top U.S. debt buyers. As a former Senior Policy Fellow in the Office of Consumer Credit, Payments, and Deposits Markets at the Consumer Financial Protection Bureau (CFPB), he advised on debt collections policy and regulatory trends. His work spans end-to-end collections lifecycle management, regulatory compliance, third-party oversight, and legal collections strategy, including building and managing nearshore and offshore servicing platforms. He has consulted for banks, fintechs, and federal agencies, offering expertise in FDCPA, FCRA, Reg F, and state-level regulations. Mark is a national and international conference speaker and holds advanced training in asset management from Pacific Coast Banking School at the University of Washington. He has been deeply involved in community initiatives supporting education, healthcare access, and youth-focused volunteer efforts. Mark currently lives in Wisconsin with his wife, and has three adult children and granddaughter. Outside of work, he is passionate about giving back and staying engaged in his community.
